Yes they do hurt! I've had my eyebrow pierced twice. Both times the bone underneath the piercing pushed the jewelry out. It hurt so bad so I took it out.
An eyebrow piercing will most likely feel just like a sharp pinch. Even if you have a low pain tolerance, it doesn't hurt any more than getting an bellybutton piercing.
