An employer may raise your pay rate without letting you know, but may not decrease your pay rate without telling you. You agreed to work for a certain price for your employer, and he needs to give you an opportunity to quit if he wants to lower that price.

Employers can give you a raise without your prior knowledge. However, it is illegal to lower your pay rate without informing you. It is also illegal to decrease pay retroactively, such as stating that your pay rate is 10% less and applies to the prior weeks of when they said it.
