Can you save stamps if they don't have a postmark on them?

If you steam them off, can you tape them to envelopes/

The post office says no to both of these questions. That would be a federal offense to tamper with used stamps and pass them off as new stamps again. The post office also will not allow you to tape a stamp to your envelope, it will be returned for postage due.

It's illegal to steam stamps off that accidentally weren't stamped with the postmark and re-use them. I would advise against this practice.
