All veterans can be buried at the National Cemeteries, such as the ones in Tucson, Arizona and Dallas, Texas. These veterans' cemeteries also have charitable programs so that those who cannot afford a funeral can still have a modest service. The plot is included as a thank you for their service.

If they were a Veteran of the Military they are entitled to Death Benefits from the VA. Including the plot (if buried at a National Cemetery), the headstone (or money for one at a civilian one), and burial fees. Contact a VA service rep and they can help you.

Eligibility requirements for disabled veteran's death benefits requires the veteran exited the military service with honorable or general discharge, served at least 90 days of active duty and the veteran's disability is service-related. Burial assistance is available for burial in a private or national cemetery. Benefits are subject to approval by the US Department of Veterans Affairs.

You can get a free tombstone and flag from the Veterans Administration for a service-connected disabled veteran. He may also be eligible for burial in a national cemetery.
