A key or a mark under the flywheel controls the timing. There should be a mark on the camshaft and crankshaft gear. The mark appears as a shaped as a small triangle or teardrop. The marks align the top of the top of crank to the bottom of the cam. That should do it.

To fix timing on Briggs and Stratton there should be a imprinted dot on the cam and one on the crank, line them up. That should bring you pretty close.

You need to align the marks on the cam and crank shaft. There is a key that fits into a key way on the flywheel shaft that times the spark.
