Yes- simply make 2 different playlists and keep music seperated accordingly. Turn off auto sync on your ipods when they are connected to the PC: this way, they will not sync and mix up your music. You can then sync your "playlists" to each ipod to your liking, and voila!

Although this is not a direct thing, you can achieve this using multiple playlists or multiple user accounts. With the multiple playlists option, you can have your ipods sync to different playlists - and thereby maintain two different libraries. Creating a new user account just for this would be a waste of resource.

Yes you can just create an extra user account for the 2nd iPod Start> Control Panel> User accounts> Create a new account> and follow the instructions.

If this is for two different people to listen to only their own songs... I recommend just making two different playlists. Or else you have to just set up two different log in account. Having each person access through their own separate account and don't link the two account.

No you can not have more than one library on itunes. They did this to limit the ammount of music sharing between people. The only way to have 2 libraries is to plug in a differnt ipod into the computer.
