Can I get vet records from the dog's previous owner's vet without the previous owners' consent?

There is no foreseen problem in acquiring the pets' records, unless the previous owner has made it a point not to have them made public. You could contact the dog's last owner and just ask the person to get them for you or you could ask your veterinarian to help acquire them.

All you need to do is contact the vet that used to treat the animal and they will give them to you. It's not out of line to find out what kind of health your dog was in before he came to you.

it is against the law for a vet to release records unless the previous owner OKs it
