You can be cited for expired tags if your car is parked on a public street or public area. Parked in the driveway or garage, you would not be cited.

You can not receive a ticket for expired tabs if your car is parked. Expired tabs is a "moving violations" implying that the car must be in operation for a ticket to be issued.

If it's on private property no you cannot. If it's on public property you sure can. The police cannot go into your garage and give you tickets because that is trespassing, but if you are either one public property or out on the road you sure can get one.
