Can anybody set up a PayPal account or do you have to own a business?

You don't have to have a business to do it. Paypal accepts personal accounts too. One caveat: make sure you're going to use your Paypal account for a long time, because closing and reopening an account with Paypal is very difficult. Also, when you use it, type the web address right into your browser. There are a lot of scams.

Anybody can set up a PayPal account. PayPal accounts can be used to make online purchases and they try to reach as much of the general public as they can to sign up.

Anybody above 18 can set up a PayPal account. It helps to do secure money transactions. You need to give your bank account /credit card or sometimes mobile account details.

Anyone who has a bank account can set up a PayPal account. You will have to share your bank information with them and have them verify who you are before you can use your account at your leisure.

You need to be at least 18 years old and have a checking account. The 18 year-old is a PayPal requirement and is done for legal reasons. A checking account is needed because you transfer money between PayPal and checking. You do not have to be a business. Most PayPal users are individuals.
