I believe it can, yes. I think the term is hazel, though I could be wrong. I have also seen pure silver eyes on a person. So, I can very easily believe that a person can have a mix of green and blue. Very rare indeed.

Hazel is generally considered colors in a Brownish-Green range. I've never heard of any Blue-based eye color referred to as Hazel.  add a comment

Human eyes come in a vast range of colors. While many are considered to have "blue" eyes, in actuality, the colors range from gray to blue to green, even to violet. Rather than using the general term, blue, it can be appropriate to more accurately describe the eye color.

Yes. It's possible. Some people have eyes that appear to be both blue and green. Humans have many variations in eye colors from the basic three colors; blue, green and brown. Children born in European populations are all born with blue unpigmented eyes and they later change to the eye color that they will be when they grow up.
