A US S corp can be owned by a Canadian. It can be a person or another company. As long as that person fills out US paper work and the business resides on US soil, then it falls under the obligations of US S Corp. Other Countries already own some US S Corps.

Yes, an S corporation can be owned by anyone as long as the United States paperwork is what is filled out for the business.
