New Jersey is one of the states that does not permit the ownership of removable sound suppressors. The state legislature has "explicity banned" silencers.

At this time (end of 2010) it is against the law to own a removable silencer in the state of New Jersey. Sixteen states prohibit them.

Yes they are legal in New Jersey. However some sound suppressors you need to register under the National Firearms Act.

Well they are legal and you know what it depends on how much noise you are making. If there is no question that the level of sound coming from your building interferes with the work and play of others then you will face the court of a sound suppressor for sure.

You have to be careful here, if you are referring to firearms. This may be legal,in parts of New Jersey, but forbidden or proscribed by federal law or local statute.

Yes, sound suppressors are legal in New Jersey so long as a builder obtains permission from the house authority to do so.

Federal law considers them "firearms" under the National Firearms Act. They must be registered. Refer to Title II of the GCA '68 for specifics.
