Are red and black beetles the same thing as hemiptera?

No they are not. Hemiptera is an order of insects usually referred to as the true bugs, which contain bugs such as cicadas, leafhoppers and stink bugs. Beetles are in an entirely different order, the Coleoptera. An easy identifying feature of all coleopterans is the presence of a hardened covering over the wings.

Hemiptera is the the group of insects which includes true beetles. Red and black beetles do belong to this group as they posses the distinct classified body forms.
