It does not appear that this is required and the CDC does not actually recommend routine sampling, guidelines are available through them. Your best recourse is to consult a company that does mold inspection, your Board of Health, or the Texas Administrative Law. Texas does regulate inspectors and licensing fairly stringently.

Mold inspection would fall under the building inspection as it is required for the sale of a home through a lender. Mold in a rental property should be reported to the Health Department, which will dispatch an inspector to determine if the property is unsafe as a result.

In Texas, mold inspections are different and separate from the home inspections required from most lenders. You will not be required to have a mold inspection done, in most cases, but if you did want one for yourself you will need to have an inspector certified for this type of inspection.

Mold inspections are required in certain circumstances. In any facility that recieves federal funds mold inspections are required. For example prisions, nursing homes, subsitadated child care etc. For regular single family home purchases however mold inspections are not required. The purchaser or home owner should have a professional licenced building inspector examine the dwelling.
