Are landlords allowed to tow cars without tags at apartment houses?

If the landlord provides parking tags to residents or their is some form of assigned parking then he may tow unauthorized cars from the lot. If he has not given express permission for an individual to park in his parking lot it is his right to remove their car from the lot.

Yes, they are, even if it is in your defined slot. Untagged cars can be considered abandoned and local statute may require them to be removed.

Absolutely. And, if you are a resident, you should be glad. Unregisterd vehicles create an eyesore and devalues the property. If you read your lease carefully, you will find a section prohibiting auto repairs on site and requiring all vehicles to be registered and tagged.

Yes they are but only after a certain time. They have to first attempt to find the owner and make sure he or she does not live at the complex. After all they could just be waiting for tags and there could also be some other reasons. However if they ask for tags and the person refuse they can tow,
