Are all people given patient's rights or only the ones who have insurance?

Rights can be respected or not respected and rights can be enforced or ignored. Unfortunately, whether or not your rights will be respected is often determined by the perception of how much social power you have by those around you. You should have them either while insured or not.

All people should be given patients rights, not just those covered by insurance. Generally patients rights are things like the right to privacy (HIPAA) which is federal law.
